Other Fees. Nonresident legal entities receiving fees, commissions, etc., from Tunisia (not qualifying as royalties, as listed above) are not subject to company tax, and no withholding tax is payable when such fees are paid.
Dividends. No withholding tax applies in Tunisia on dividends paid by a local company to nonresident shareholders.
Interest. A 15% domestic withholding tax applies on interest paid abroad. This rate may be reduced by tax treaty. Interest on bank loans paid to nonresident banks is subject to a 2.5% withholding tax.

OTHER SIGNIFICANT TAXES
21. Sales (Value-Added) Taxes
Value-added tax (VAT) was introduced in Tunisia in 1988. Persons who either regularly or occasionally purchase goods for resale or carry on industrial or commercial activities, render professional services, or import goods fall within the scope of VAT. A person having no permanent establishment in Tunisia but carrying out transactions subject to Tunisian VAT must appoint an agent (tax representative) who is domiciled in Tunisia to act on behalf of the person.
VAT effectively due to the Treasury is determined by deducting input VAT from output VAT. A VAT return must be completed and filed with the tax authorities on a monthly basis. If some operations carried out by a company are not liable to VAT, the right to recover VAT is limited. If the amount credited exceeds the amount due, the excess will be credited against future VAT liabilities. In certain cases, the VAT credit can be reimbursed (exports, services used outside Tunisia, sales in suspension of tax, credit on monthly returns for 12 successive months). The reimbursement is limited to 20% of the credit.

22. Inheritance and Gift Taxes

25. Other Taxes
Registration Duties. Registration duties are levied on a wide variety of legal operations (leases, transfers of real property, etc.), including a number of transactions relating to business (notably, the sale of a business). The applicable rates range from 0.5% to 9%.
Tax on Rental Value. This municipal tax on buildings is assessed on the gross rental value determined in accordance with a general census carried out every 3 to 5 years by the local authorities. New buildings generally are exempt for a period of 13 to 15 years. The rate is fixed by the local authorities; a minimum rate of 10% generally applies.
Business Training Tax. This tax is payable by all companies or enterprises subject to tax on their business profits. It is levied at the rate of 2% of total fees, wages, and salaries paid during the preceding year. Partial or total exemptions may be granted if the enterprise participates in business training schemes.
